Stiinta este un fenomen global, fara frontiere. Totusi, in lumea de astazi productia si utilizarea eficienta a stiintei este concentrata in mainile catorva tari. Majoritatea tarilor, supranumite tari periferice, sunt lasate in afara discursului intelectual, care sta la baza fenomenului de cunoastere.

Science is a global phnomenon, without frontiers. Nevertheless, today, the production and the utilization of the science and technology are concentrated in the hands of a few numbers of countries. The major part of the countries, so-called peripheral contries, are left outside the intellectual discourse, which lays at the basis of the knowledge.
